For the development of society, need for education is necessary to be met. A unified and suitable educational system is required for the realization of this objective.
Educational System:
There are three educational sections in this system including "Primary", "Secondary", and "Academic" sections. At the end of their 6th, children enter the Primary section. Before entering, they shall pass all the medical tests. If any problem is discovered, other educational problems shall be considered for them, e.g. specified schools for the mentally retarded individuals. In primary level, students make familiar with introductory educations as well as the methods of reading and writing. This duration of this section is 6 years. In this system, there is small number of books yet the quality of educations is high. Course such as physical education and consolation with the assigned psychologist are obligatory in this section. Every student obtaining 50% of total marks will pass the course. If he/she fails to pass the course, she/he will have the opportunity of six years for compensating it until the end of the primary level. If he obtains 60 percent of the total marks, he will be allowed to go through Secondary section.
However, students who successfully pass this course with fair GPA will enter the Secondary educations section without having to participate in the exams. 1- Regular Secondary Schools 2- Professional Secondary Schools
Regular Secondary Schools:
Students studying in this system find the chance to enter universities and proceed with educations in academic level.
Professional Secondary Schools:
Those students who have aimed to perform professional operations such as technical secondary schools, sport secondary schools, etc. After this period, they directly enter to the labor market.
Methods of Selecting Secondary School Students:
The trainers and consulters will test individuals who succeed to pass the Primary level. The report card handed over to them at the end of this period includes their marks during the 6 years, comment of trainers in case of them, and their recommendation to the students as well as the comment of the consulter. Students chose their own Secondary School taking into account such information and they are the final choosers.
Secondary Educations Level:
The more private and scientific courses are trained in this section. In this section, the quality of educations is very important. The period of this section is 6 years. Every student obtaining 50% of the total mark will pass the course. Of course, in ten specific courses, he/she can pass the course obtaining 40% of the total marks. Methods of Selecting Academic (University) Students:
Students succeed to pass the related courses in regular secondary schools that their GPA is 70% of the total marks enter to the practical stage. However, when they obtain the GPA less than 70%, they must participate in the final entrance exams of universities. This examination will be based upon their educational courses in the related field in future and with four-option questions. However, student who fail to successfully pass the exam in the first round will have the chance to participate in such entrance exam for two other rounds in the related field. However, if they still fail to pass the exam successfully, they will not be entitled with the right to involve in the theoretical exam in relation with specific study field. For example, in medicine after the third time of failure, the student by no means will have the right to participate in the related exam once more. However, he/she will have the opportunity to participate in the entrance exam of other study fields. Before the commencement of the theoretical exams, all universities are responsible to present full information about the status of employment and unemployment in the related field as well as in case of the executive system of the related university making the students familiar with every related aspect.
Students that enter the practical stage considering their GPA or by successful pass of the theoretical exam will be tested and evaluated by the related professors in a designated location. The professors are known by the students in every field. These professors have Master's Degree certificate or they have passed the professional secondary schools with remarkable averages and are skilled enough in the related field. Students obtaining 65 % of the total marks in this exam can enter to the related university and those who fail will prepare themselves for only the practical entrance exam of the next year once more. If they fail for the second time, they are allowed to choose another field of study and participate in the related theoretical exam.
Bachelor's Degree Section:
In this section, all of the admitted students study their related private courses and quality issue is of much importance similar to the previous sections. Each student enter to the university in his own city (every big city has at least 1 university in every field). There is no need for large scale of facilities in theoretical studies. However, for the practical studies, lack of facilities will cause difficulties for the students who are forced to pass them in a city other than his native city. There is no prerequisite for the practical courses. Of course, the presence of practical facilities is essential in big cities as well.
There is no limitation for leaving behind this course. Professor with Ph.D. certificates compile programs by making use of facilities such as big TV or screen in universities by making use of which programs and facilities, professors with Master's Degree teach the students stating the available sources. For doing so, video programs are represented in classrooms and the present professor stops the film and gives the complementary notes. Each student obtaining 40 percent of the total marks will pass the exam. However, when students obtain the GPA equal to 70% will automatically go to the next section. Otherwise, they must participate in the selective exam which is in the form of four-option questions. Quantity is a matter, which is not to be applied on such exam. Other stages are similar to the Bachelor's Program. Therefore, students obtaining the GPA equal to 70% or 70% of the scores of the practical exam can enter the Ph.D. section.
Ph.D. Section:
In this section, courses are taught by the scientists in metropolitan centers. Therefore, students should prepare themselves for every location changes. In this section, the practical educations are also very important besides the theoretical issues. Students of these courses can attend beside their professors in the execution of most of the projects if confirmed by the professors. Mark is not of much importance in this section. For obtaining the related certificate, presence in 10 projects and passing some theoretical subject with the average equal to 40% is enough. Comment of the related professor is of much importance for the successful pass of the projects by students. However, if the student in this section succeeds to pass the above-mentioned projects but fails to obtain the consent of the professor, the person can participate in another theoretical-practical exam and to obtain the Ph.D. Certificate if obtained 70% of the total scores. There is no time limitation concerning the study in this section as well.
Scientist:
For reaching to this purpose, individuals obtaining the doctorate or Ph.D. certificate can obtain required scores as a man of letters (scientist) as follows:
1- Good behavior during the educational course (2 scores)
2- Writing articles and execution of different projects (2 scores)
3- Authoring different useful books for the students in the related field (3 scores)
4- Discovery or invention of a useful instrument or new theory (6 scores)
5- Accepting management responsibilities in the educational system of the state country (1 score)
Every student obtaining 30 scores out of the total scores will all the SCIENTIST title to him/herself. Scientists are stipendiary entities who are liable to tax allowances and salary increase policies.
Supervision on students and teachers:
In this system, the principle goal is to reach higher educational qualities. For reaching this objective, supervision on the performance of students and teachers has a great role.
Supervision on students:
If, for any reason, a student is expelled form schools by a teacher more than 4 times during a year, he will not have the right to participate in the classes related to that course according to the Supervision Act and he can pass the course with another teacher, i.e. he should pass the course in nonattendance fashion with another teacher. If a student fails to obtain remarkable discipline average at the end of each section, he/she will be liable to the following punishments:
1- Five time of expel from every class: nonattendance study in the related course and record of the matter in the student's case
2- Being punished to pass more than three courses in nonattendance fashion: cash fines
3- Being known as a impolite person: one term compulsory leave from education
4- If proceeded with raucousness in extended fashion: cash fine and 1 year compulsory leave from educations
5- If known as an undisciplined and indelicate student in its education section: will be avoided from entering to higher educational programs and three month of free service to the society (explained fully later on in this article) will be added his free service period
However, if the student records a good conduct during the educational period, he will be liable to the following bonuses:
1- If known as a respectful student during one educational year (considering the obtained mark in discipline), he will be sanctioned and appreciated by the educational system authorities and it is very important.
2- If selected as a model student during one school year: cash reward and one month deduction from his service years
3- If known as a model during all his educational period, he will be granted various types of appreciations and allowances such as omission of some taxes.
Supervision on teachers:
Good teachers are of much value and worth in this system having a higher social position. However, supervision regulations impute some punishments for the teachers when more than 40 percent of students give him negative votes.
Note: voting operations will be practiced before the start of the final exams of students with three options provided for the student to choose among them. Only those students who are allowed to take the course with the related teachers are allowed to comment about that teacher. However, followings are the list of related punishments:
1- If the teacher is rebuked for once in writing, the matter will be recorded in his/her case
2- If the teacher is rebuked twice, he will be condemned to pay special fines to the educational system.
3- If this happens three times, the related teacher will be condemned for one-year layoff from teachin
4- If this happens again after the application of above fines, the monthly salary of the related teacher will be reduced and he will experience fines in cash
5- If this happens for the 5th time, the teacher will be expelled out from the educational system for ever.
However, when more than 60 percent of student give their positive votes in favor of a teacher, the related teacher will be liable to the following appreciations and allowances:
1- If this is happened for just one time, the teacher will be appreciated.
2- If this happens for the second time, he will be rewarded financially.
3- If this happens for the third time, the related teacher will be introduced a model teacher
4- If this happens for the 4th time, the related teacher will be faced with salary increase
5- If happens for the fifth time, he will be introduced and chosen as the best teacher which rank is of much importance in the educational system. Such teachers will receive the highest rate of salary similar to the salary received by the tax officers, judges, professional medics, etc and they will be liable to higher scale of tax allowances (discounts).
Note: Those students choosing the medium option will not play any role in the future of their teacher and only they will be known as impartial ones of no impact. Every reward dissolves one rebuke. For example, if a teacher is punished once, he can omit it by obtaining an appreciation or promotion, and start from the very beginning.
Free Educations:
This type of educations is possible only in Bachelor's Program section. Those who have admitted to a special university are liable to this approach. These students can introduce themselves to the educational system and receive a paper explaining that how people can pass special courses with a specific professor accepted by this system. These professors that have Master's Degree certificate area called as Free (Azad) Professors that can teach in private fashion or to several students outside the university site. After filling the related sheet with the confirmation of the related Free Professors, the students can participate in special exams. If they acquire 70% of the total marks, the related Bachelor's Degree will be granted to them.
These exams are only conducted for the sake of students. This means that others are not entitled to participate in such exams. If these students decide to proceed with the related studies, they shall act in compliance with the educational system inside the university.
