The principle objective from the creation of humanity within the materialistic life is the development and earthbound fortune. Development and fortune have their own special meaning. Development is imputed to any kind of forward movement accompanied by positive outcomes. In case of earthbound fortune, there are two points of view: 1- Social Point of View, and 2- Personal or individual point of view.
The safe life of humankind is considered in social point of view, and personal point of view concentrates on individual welfare and merriment. Most of problems are the outcomes of the lack of balance between the two above-mentioned principles. Development in the today world depends on many parameters such as (policy), economy, and education.

(Policy)

(Policy):

Throughout the history, people have endeavored to reach power. Power and benefit is a definition of policy. Benefit is composed of two sections as "Materialistic Benefit" and "Spiritual Benefit". Materialistic benefit is itself divided to two sections as "Wealth" and "Fame". Spiritual benefit consists of two sections as well including "Personality" and "Efficiency". The today policy of the world is based upon the materialistic benefit and the spiritual benefit does not occupy considerable space in this domain. Now, we should devise a solution actuating the society towards development. In this theory, every person has the chance to reach power and the only thing helping him in this concern is his personality and efficiency

Policy (with cyclic system)

Policy (with cyclic system):

In this system, people with every thought and education can be a member to the district board. Fees of membership are to be paid. However, the question here is what kind of board is this and objectives it follows. Only those who are interested in policy gather in this place with the aim to leave behind the development stairs one by one.
Followings are objectives followed in this site:
1- Education (political issues)
2- Study of district political problems

Education:
Retired university professors and policy-makers are appointed for the education of these people. The education course period is 4 years. During this course, those who are much active in political issues of the district have more chance to succeed. No mark or examination included in this board. However, some of the participants reach higher grades called City Board with the vote of those presenting in the meeting. Every person has his own case. All the operations and activities performed by him are included in that case. After the primary educations under the supervision of their professors, each person undertake some political duties in personal or group fashion; tasks that are merely related to the said district. Personal theories, presentations, and duties are included in this concern as well. People who are members to this board, by no means, have the right to change their location and can perform in their own districts.
If they aim to transfer from one site to the other, this will indicate relinquish of them. After the termination of the period, they can operate in any other district. However, several professors attend in every board and all the presented entities can have their own comments or recommendation. Remuneration of these professors is supplied through the obtained fees of membership. They can also use public locations of the district such as Park, jungle, shore, and even sport stadium for conducting these meetings. Selection of the location for meetings is a task to be done by the directors of this board. These boards are conducted in every city and country in compliance with the population and extension of the area. Those who are not members to such boards are not regarded as a political person. However, they are entitled with every political right as a citizen such as voting. We will make familiar with role of non-political individuals in the coming sections.

City Board:
Those elected in the district boards can enter to city boards as well. Two objectives are followed in these boards: 1- Studying the political issues of the city; and 2- Preparation for entering to the parliament. The members pay no membership fee in this stage and they yet receive salary. Fees of these individuals are provided through the tax obtained from people. Considering the population and the extension of their area, the district boards have specified contributions. For studying the political concerns of the city, each person or group undertakes special tasks. The municipality of the city undertakes the management of such boards. The people presenting in the council elect the municipal. The period for the attendance of these people in the above-mentioned is 4 alternative years. All the people presenting in the city council has the chance to be nominated for the parliament. The report card of these people is delivered to the mediums. Nobody is allowed to engage in advertisements. All the engaged people are presented to the public through public media according to their record card. In the Election Day, individuals elected by public (nonpolitical and political people) enter to the parliament and those who are not elected return to the district board and offer other useful services to the said districts.

Parliament:
In this stage, the representatives of the public people come to the parliament and commence their operations. Two objectives are followed in the parliament as follows:
1- Approval of regulations and its correction
2- Election of presidential candidate

Parliament holds a remarkable power in this system explained in the next section. The activity of all representatives are recorded and broadcasted through mediums for the public. The period for the attendance of the aforementioned representative in the parliament is 4 alternative years.
Election of presidential candidates:
At the end of the period, four representatives besides the speaker (head of the parliament) are nominated for presidency. First the speaker and then the four other representatives are elected according to their employment and activity records.
At the end of this 4-year period, they return to their local boards. These people can restart the stage from the district boards for reaching the parliament.

Presidency:
For the election of presents from among five candidates, people refer to the special places for giving their votes. These people by no means have the right to advertise. Only they are supplied with the chance to present their program for the next four year through medium. This voting is a 1-stage voting and a person having even one more vote becomes elected as the president and the second person as the backup for the president. Three other candidates return to their local boards. During the 4-year period, president follows two objectives:
1- To preside the state country
2- To execute the foreign affairs (e.g. he directly finds the path to the United Nations)
The president selects his ministers and engages in managing the country. First, there is no need to the confirmation of the parliament representatives. However, if any problem comes to the surface in case of presiding over the country, the representatives have the right to interpellate. If more that one third of the minister become interpellated and dismissed during two years, the president competes with the second person (backup to the first president) for occupying the presidential post and people come to the voting stations to present their votes. If the president elected for the second time, the backup person returns to the former district board. However, if the backup person wins the election, the president will have the chance to attend in the elections as one of the five nominees for the next four-year presidential period. After the termination of the four-year period, the president has the right to participate in the elections for the second time. Therefore, 5-7 nominees can participate in the presidential elections. After 8 years, the president returns to the district board and he can start again from this point. In cases that the president and its backup fail to proceed with their obligations and duties for any reason, he will be replaced with one of third up to the last nominees.

United Nations and its Selection

United Nations and its Selection:

In this stage, representatives of each country that are the same as the presidents of those countries follow two objectives as follows:
1- Studying the difficulties of people throughout the world
2- Selection of the organization presidency candidates

In this organization, each representative has the voting right considering the population, investment, extension, etc of his country. Votes vary from 1 up to three considering the extension of the country and the volume of the tax paid to the organization (1 vote for the least payer and 3 votes for the utmost payer) and the population of the country (1 vote for the country with least population and 3 votes for the country with highest population rate). Two votes for the presidency of the organization and 3 votes for the country undertaking the chairmanship or presidency of the organization by its representatives; two votes for the country chosen as the country which has done his best of endeavors for peace; 4 votes for the most active country in serving the humanity; 1 vote for the country chosen as the Country of the Year; 2 votes for the country undertaking the execution of sport Olympics and big universal ceremonies; 1 vote for the countries won Noble Prize in different scientific and literature fields; and 2 votes for the country obtaining the largest volume of success in different fields during the late four years.
Therefore, considering the above grants, each country can obtain 3 up to 23 voting right at the end of every period. The activity of representatives can result in the increase of the voting right of their country. After the termination of the presidency period, each person without taking into account his membership in the United Nations Organization returns to the district board and the chairmanship of the United Nations Organization does not prevent him from doing so.

Human Rights Organization

Human Rights Organization:

The main question here is, "How are the people attending in the organization elected?" Each country can introduce 2 persons to the organization once in every 4-year period in a specific day. The aforementioned persons are elected by the public and they must have risen their level up to the City Council for having the right to be as one of the nominees. Nominees have entitled with the right of any kind of advertisement during the voting process and the mass media has no role in this process of voting. Activity of these representatives is in compliance with the Human Rights Charter and in cases that their activities make their country to be selected as the best country favoring peace. They will attend in the organization without any vote for the next period and they contribute two further shares to their own country. However, after 4 years they will not have the right to involve in elections for the next four-year period unless the period is ended.

State Elected Council

State Elected Council:

In this council, people having the duty to select the best countries in different fields attend. The contribution of each country in these councils is two persons. They must raise their level up to the parliament for being accepted as candidates. Other stages of election are similar to those of the Human Rights Organization election process. The only difference between them is that the above-mentioned persons may not add any share, but they can introduce themselves as candidates for the next period without any break.

Environment Conservation Organization and Preservation of Cultural Heritages

Environment Conservation Organization and Preservation of Cultural Heritages:
This organization performs independently and it undertakes the administration of all the biologic (living) and historical resources in every place throughout the world. This organization selects its members from among the students and individuals studying in this field. As a first priority, they may be employed to work in their own country, and as the second priority, they will be involved in related operations in countries other than his native country. Amendment and study of the environment is undertaken by this organization. Forty percent of the income of these centers is paid to the organization and 60 percent of it to the related country. Members of this organization select the chairperson to this organization.

Economy

Economy:
Within the late years, most of the cold and hot wars were because of economical issues. Economy means sufficient and rated consumption of sources and keeping a balance between income and expenses. The economy applying such balance will succeed. For reaching to such objective, we need a balanced economical system.

Intermediate Economy:
The principle objective in this economical system is to reduce the difference between various social classes. Equality and parity as well as mere capitalism have no place in this approach. For reducing such difference, proceedings such as adjusted incomes between the governmental and private employees and application of authentic tax rules for the capitalist people. In this method, the path is always paved for the individual developments. However, the related authorities will endeavor to reduce the social class differences considering the time and location. For example, if the highest income is five times more than the lowest income, this will not imply that this gap is will be dominant all the time and it is variable through time and due to different situations to some extents. Some people may increase this difference to 6 times by offering scientific, behavioral, and commercial services. However, such difference can not exceed a specific level. Tax rules are enacted for those having free capitals allowing them to compete with each other up to the allowed level. This means that incomes more than that level will be occupied by the government. These people by handing over an acceptable report card about their economical activities, showing good conducts, etc can omit some of the imputed taxes. In this system, the economical balance plays the principle role, i.e. if the economical balance goes beyond a specified level, it will be headed towards mere capitalism. On the other hand, if such balance is distorted, it will tend towards communism. The main principle here to be regarded is "neither white nor black". Followings are rules suggested for the realization of such objective:

Heritage Act:
According to this act, if the considered individual is married his properties after his death shall be divided between his children, wife, and the government. If he is single, his properties are to be divided between the mother, father, sisters, brothers, and the government equally. For instance, when a man having two children (one boy and one girl) a wife, and a father and sister dies, 1 share of his properties will be given to his daughter, 1 share to his son, 1 to the wife, and 1 to the government. His father and sister will have no share out of his properties. If the late person has had another wife, his properties will be equally divided between the wife and her children and his children from the former wife as well as the government in equal fashion. According to the act, the person has no right to assign his properties to the heirs and the first-degree family members during his life, and if the government discovers that he has had refused from paying the imputed taxes, half of his properties will be occupied by the government as the compensation after the realization of such breach. The person can assign parts or all of his properties only when he has paid the contribution of other heirs as well as the government. If a person is single (unmarried), his brother and sister in law will receive no portion. This act contributes to the fair distribution of money between heirs and the government. By virtue of this act, only the first-degree members of the family can claim for their share from the heritage including uncle, aunt, grandmother, etc have no contribution out of the portion. If a person has lost his first-degree family members, all his belongings will be occupied by the government.

Education

Education:

For the development of society, need for education is necessary to be met. A unified and suitable educational system is required for the realization of this objective.

Educational System:
There are three educational sections in this system including "Primary", "Secondary", and "Academic" sections. At the end of their 6th, children enter the Primary section. Before entering, they shall pass all the medical tests. If any problem is discovered, other educational problems shall be considered for them, e.g. specified schools for the mentally retarded individuals. In primary level, students make familiar with introductory educations as well as the methods of reading and writing. This duration of this section is 6 years. In this system, there is small number of books yet the quality of educations is high. Course such as physical education and consolation with the assigned psychologist are obligatory in this section. Every student obtaining 50% of total marks will pass the course. If he/she fails to pass the course, she/he will have the opportunity of six years for compensating it until the end of the primary level. Of course, prerequisites are assigned for some of courses, and the student is not allowed to take those credits (courses) unless he/she successfully passes the prerequisite course(s). For example, the mathematics of the first year is a prerequisite for the mathematics of the second year. In addition, the students have the opportunity to compensate the course in summer. However, if the student fails to compensate them at the end of the 6-year period, he/she should participate in the exam conducted including questions with four options in order to be able to enter higher sections. If he obtains 60 percent of the total marks, he will be allowed to go through Secondary section.
However, students who successfully pass this course with fair GPA will enter the Secondary educations section without having to participate in the exams. 1- Regular Secondary Schools 2- Professional Secondary Schools

Regular Secondary Schools:
Students studying in this system find the chance to enter universities and proceed with educations in academic level.

Professional Secondary Schools:
Those students who have aimed to perform professional operations such as technical secondary schools, sport secondary schools, etc. After this period, they directly enter to the labor market.

Methods of Selecting Secondary School Students:
The trainers and consulters will test individuals who succeed to pass the Primary level. The report card handed over to them at the end of this period includes their marks during the 6 years, comment of trainers in case of them, and their recommendation to the students as well as the comment of the consulter. Students chose their own Secondary School taking into account such information and they are the final choosers.

Secondary Educations Level:
The more private and scientific courses are trained in this section. In this section, the quality of educations is very important. The period of this section is 6 years. Every student obtaining 50% of the total mark will pass the course. Of course, in ten specific courses, he/she can pass the course obtaining 40% of the total marks. Other stages are similar to those of Primary section.

Methods of Selecting Academic (University) Students:
Students succeed to pass the related courses in regular secondary schools that their GPA is 70% of the total marks enter to the practical stage. However, when they obtain the GPA less than 70%, they must participate in the final entrance exams of universities. This examination will be based upon their educational courses in the related field in future and with four-option questions. However, student who fail to successfully pass the exam in the first round will have the chance to participate in such entrance exam for two other rounds in the related field. However, if they still fail to pass the exam successfully, they will not be entitled with the right to involve in the theoretical exam in relation with specific study field. For example, in medicine after the third time of failure, the student by no means will have the right to participate in the related exam once more. However, he/she will have the opportunity to participate in the entrance exam of other study fields. Before the commencement of the theoretical exams, all universities are responsible to present full information about the status of employment and unemployment in the related field as well as in case of the executive system of the related university making the students familiar with every related aspect.
Students that enter the practical stage considering their GPA or by successful pass of the theoretical exam will be tested and evaluated by the related professors in a designated location. The professors are known by the students in every field. These professors have Master's Degree certificate or they have passed the professional secondary schools with remarkable averages and are skilled enough in the related field. Students obtaining 65 % of the total marks in this exam can enter to the related university and those who fail will prepare themselves for only the practical entrance exam of the next year once more. If they fail for the second time, they are allowed to choose another field of study and participate in the related theoretical exam.

Bachelor's Degree Section:
In this section, all of the admitted students study their related private courses and quality issue is of much importance similar to the previous sections. Each student enter to the university in his own city (every big city has at least 1 university in every field). There is no need for large scale of facilities in theoretical studies. However, for the practical studies, lack of facilities will cause difficulties for the students who are forced to pass them in a city other than his native city. There is no prerequisite for the practical courses. Of course, the presence of practical facilities is essential in big cities as well.
There is no limitation for leaving behind this course. Professor with Ph.D. certificates compile programs by making use of facilities such as big TV or screen in universities by making use of which programs and facilities, professors with Master's Degree teach the students stating the available sources. For doing so, video programs are represented in classrooms and the present professor stops the film and gives the complementary notes. Each student obtaining 40 percent of the total marks will pass the exam. However, when students obtain the GPA equal to 70% will automatically go to the next section. Otherwise, they must participate in the selective exam which is in the form of four-option questions. Quantity is a matter, which is not to be applied on such exam. However, those obtaining 70 percent of the total marks can enter to the next stage. Every student can enter to the labor market by obtaining the Bachelor's Degree in the related field.

Master's Program:
In this section, courses are more private and educations are taught in the former fashion. However, this time programs are supplied by the scientists in each field and are taught by professors holding Ph.D. certificate. There is no time limitation concerning the pass of this section. Other stages are similar to the Bachelor's Program. Therefore, students obtaining the GPA equal to 70% or 70% of the scores of the practical exam can enter the Ph.D. section.

Ph.D. Section:
In this section, courses are taught by the scientists in metropolitan centers. Therefore, students should prepare themselves for every location changes. In this section, the practical educations are also very important besides the theoretical issues. Students of these courses can attend beside their professors in the execution of most of the projects if confirmed by the professors. Mark is not of much importance in this section. For obtaining the related certificate, presence in 10 projects and passing some theoretical subject with the average equal to 40% is enough. Comment of the related professor is of much importance for the successful pass of the projects by students. However, if the student in this section succeeds to pass the above-mentioned projects but fails to obtain the consent of the professor, the person can participate in another theoretical-practical exam and to obtain the Ph.D. Certificate if obtained 70% of the total scores. There is no time limitation concerning the study in this section as well.

Scientist:
For reaching to this purpose, individuals obtaining the doctorate or Ph.D. certificate can obtain required scores as a man of letters (scientist) as follows:
1- Good behavior during the educational course (2 scores)
2- Writing articles and execution of different projects (2 scores)
3- Authoring different useful books for the students in the related field (3 scores)
4- Discovery or invention of a useful instrument or new theory (6 scores)
5- Accepting management responsibilities in the educational system of the state country (1 score)
Every student obtaining 30 scores out of the total scores will all the SCIENTIST title to him/herself. Scientists are stipendiary entities who are liable to tax allowances and salary increase policies.

Supervision on students and teachers:
In this system, the principle goal is to reach higher educational qualities. For reaching this objective, supervision on the performance of students and teachers has a great role.
Supervision on students:
If, for any reason, a student is expelled form schools by a teacher more than 4 times during a year, he will not have the right to participate in the classes related to that course according to the Supervision Act and he can pass the course with another teacher, i.e. he should pass the course in nonattendance fashion with another teacher. If a student fails to obtain remarkable discipline average at the end of each section, he/she will be liable to the following punishments:
1- Five time of expel from every class: nonattendance study in the related course and record of the matter in the student's case
2- Being punished to pass more than three courses in nonattendance fashion: cash fines
3- Being known as a impolite person: one term compulsory leave from education
4- If proceeded with raucousness in extended fashion: cash fine and 1 year compulsory leave from educations
5- If known as an undisciplined and indelicate student in its education section: will be avoided from entering to higher educational programs and three month of free service to the society (explained fully later on in this article) will be added his free service period
However, if the student records a good conduct during the educational period, he will be liable to the following bonuses:
1- If known as a respectful student during one educational year (considering the obtained mark in discipline), he will be sanctioned and appreciated by the educational system authorities and it is very important.
2- If selected as a model student during one school year: cash reward and one month deduction from his service years
3- If known as a model during all his educational period, he will be granted various types of appreciations and allowances such as omission of some taxes.

Supervision on teachers:
Good teachers are of much value and worth in this system having a higher social position. However, supervision regulations impute some punishments for the teachers when more than 40 percent of students give him negative votes.
Note: voting operations will be practiced before the start of the final exams of students with three options provided for the student to choose among them. Only those students who are allowed to take the course with the related teachers are allowed to comment about that teacher. However, followings are the list of related punishments:
1- If the teacher is rebuked for once in writing, the matter will be recorded in his/her case
2- If the teacher is rebuked twice, he will be condemned to pay special fines to the educational system.
3- If this happens three times, the related teacher will be condemned for one-year layoff from teachin
4- If this happens again after the application of above fines, the monthly salary of the related teacher will be reduced and he will experience fines in cash
5- If this happens for the 5th time, the teacher will be expelled out from the educational system for ever.

However, when more than 60 percent of student give their positive votes in favor of a teacher, the related teacher will be liable to the following appreciations and allowances:
1- If this is happened for just one time, the teacher will be appreciated.
2- If this happens for the second time, he will be rewarded financially.
3- If this happens for the third time, the related teacher will be introduced a model teacher
4- If this happens for the 4th time, the related teacher will be faced with salary increase
5- If happens for the fifth time, he will be introduced and chosen as the best teacher which rank is of much importance in the educational system. Such teachers will receive the highest rate of salary similar to the salary received by the tax officers, judges, professional medics, etc and they will be liable to higher scale of tax allowances (discounts).
Note: Those students choosing the medium option will not play any role in the future of their teacher and only they will be known as impartial ones of no impact. Every reward dissolves one rebuke. For example, if a teacher is punished once, he can omit it by obtaining an appreciation or promotion, and start from the very beginning.

Free Educations:
This type of educations is possible only in Bachelor's Program section. Those who have admitted to a special university are liable to this approach. These students can introduce themselves to the educational system and receive a paper explaining that how people can pass special courses with a specific professor accepted by this system. These professors that have Master's Degree certificate area called as Free (Azad) Professors that can teach in private fashion or to several students outside the university site. After filling the related sheet with the confirmation of the related Free Professors, the students can participate in special exams. If they acquire 70% of the total marks, the related Bachelor's Degree will be granted to them.
These exams are only conducted for the sake of students. This means that others are not entitled to participate in such exams. If these students decide to proceed with the related studies, they shall act in compliance with the educational system inside the university.

Earthbound Welfare

Earthbound Welfare:

As it has been stated in the Introduction section of this article, there are two points of view concerning the terrestrial well-being or (earthbound welfare) as follows. The first one is the social attitude and the second is the individual attitude.
First, we study the social attitude or point of view:
Security and peace is of much importance in this concern. We will explain the economical, social, political, cultural, art, and literature security through the ongoing text.

Economical Security:
Establishment of proper tax rules and correction of work rule considering the medium economy and presence of the tax officers in the economical system all in all will result in the economical security.

Social Security:
Proper deals with different delinquents and criminals and contriving for reforming these people and returning them to the society will result in the social security.

Political Security:
In this concern, it suffices to say every person with every through and education can enter to the political domain and this will contribute to the society for having a secure political environment.

Cultural Security:
The recognition of cultures and showing respect to them will result in the cultural security.

Art and Literature Security:
Conservation of cultural heritages and avoiding from the distribution of any unauthorized copies will help us having a secure art and literature (culture) environment. Of course, showing respect to the artists and literati is of much importance.

Punishment and Deal with the Social Criminals

Punishment and Deal with the Social Criminals:

For creating a secure environment in every field, the authorities shall properly deal with delinquents and criminals. Economical, social, political, cultural, art, and literary delinquents will be liable to the following punishments.

Economical Delinquents:
People who by one way or another disorder the economical system if impose a loss or hurt to someone will be condemned to be imprisoned for 4-6 years. If the victims for such crime are two in number, they will be condemned to be imprisoned for 6-10 years, and if they hurt more than two individuals, they will be imprisoned until they death comes and releases them.

Social Delinquents:
Crimes such as murder, carrying narcotics, and its distribution among people, as well as rape are to be put in this group.

Murder:
If a person kills another one intentionally, he will be condemned for 25 years of imprisonment. If he/she kills two person, he will be condemned for a life imprisonment, and this can be reduced to 30 years according to the advice of the judge who will decide based upon the report received from jail authorities in case of the prisoner.

Carrying narcotics and its distribution:
If a delinquent imposes any loss on a person by doing so, he/she will be condemned to 4-6 years of being jailed. If he/she imposes loss on two persons by doing so, he/she will be condemned to 6-10 years of imprisonment, and if he imposes loss on more than 2 persons by doing so, he/she will be condemned to die.
Raping:
If a person commits such crime for one time, he will be imprisoned for 15 continuous years. If he repeats this for the second time, he will be condemned to be imprisoned for 30 continuous years, and if he commits this crime more than that, he will be condemned to die.

Political Delinquents:
There is no political prisoner in this system and everybody can speak out his thoughts concerning the politics. However, those who are engaged in the political system will be liable to the following punishments if they violate the rules:
If they hurt anybody by imposing loss on him/her because of their performance, they will be condemned to pay cash fines, pay the looser the compensation sum, and their salary will be reduced. If they hurt two individuals, they will be condemned to expelled out from the political system, and if they hurt more than two individuals, they will be condemned to be imprisoned more than15 years.

Cultural Delinquents:
If a delinquent imposes any loss on only one individual by doing so, he/she will be condemned to 2-4 years of being imprisoned. If he/she imposes loss on two persons by doing so, he/she will be condemned to 4-8 years of imprisonment, and if he/she imposes loss on more than 2 persons by doing so, he/she will be condemned to 20 years of imprisonment.

Art-Literature Delinquents: Such delinquents will be treated in the fashion similar to the cultural delinquents.

Universal Peace and Security

Universal Peace and Security:

A powerful Universal Police and United Nations as well as common languages or any other instrument establishing connection between people are needed for reaching to this objective.

Universal Police:
This Police Organization operates under the supervision of the United Nations Organization.

United Nations:
This has been explained fully in former sections.
Common Language:
It is recommended to innovate a common language in this system, which is not known as the spoken language of any country, and at the same time, it must be simple having its own special rules. However, if fails to do so, they can make use of any instrument establishing connection between the people of the world.

Role of divinity and religion in this system

Role of divinity and religion in this system:

In this system, divinity is not to be separated from politics. Divinity gives the people the idea and path for having a better life. The living approaches of people need to experience some changes and corrections with the pass of time. However, if a person decides to reach the terrestrial welfare, nobody can put blame on him, because he has the right to choose how to leave. However, we cannot expect every person to choose its own method for reaching to terrestrial well-being.

Men and Women are categorized in five groups in this system:

Membership in this group is free until marriage and they must pay the related membership fee. Their family can apply control on them and supervise them until their age of 18th by referring to the above locations. The people liable to the first group can make friends with one up to three individuals from the opposite sex but not in synchronous fashion. People help each other for establishing an authentic relation in case of need. If a person makes friend with the opposite sex more than three times, he will be transferred to the 2nd group and he will not have the right to attend these locations anymore. If a person becomes interested in another person from the opposite group and decides to marry her, they are not supposed to leave behind the two base and advanced stages, but they start from the third stage. The total duration of this period is 12 months which is reduced to 6 months by the omission of the 6 first months. The third stage is the period for serving the society which is a three-month period. In this stage, people offer free of charge services to the society members in compliance with their profession. If a person decides to undergo more weaker or harder task, he will be granted with one month of discount. The last stage for this group is marriage and recognition of the two parties to this marriage contract. After six months, these people have the right to marry each other, and then to have children. If they give birth to a child without the issuance of the related permit, he/she will be known as the delinquent one and shall pay heavy fines. However, they will follow special rules for marrying. When they divorce, they are considered as the members of the first group until when they refer to other sex locations. They can marry for the second time after leaving behind the three-month of marriage failure training course. The period of this course is three months and people can leave behind these courses without having to participate in any exam.

Second Group:

Special options or choices are offered to these individuals and they will choose the best option among them. If a person from the second group makes use of the location more than his share, he will be transferred to the third group.

The individuals of the second group can enter to the locations of the first group in their 22nd. There, after 6 months of membership they will leave behind the base and advanced stages. Then they have to pass to the service period, and instead of 3 months, they can have a marriage lasting 6 months. After the marriage, these people will not have the right to make use of these sexual locations and if they violate the related rules, they will be seriously punished. Third group:
As stated previously, these people have unlimited sexual issues and they can stay in the group as long as they pay the membership fee.

If a person aims to marry a person from the opposite sex, the parties shall not make use of the sexual locations for one year. If they make use of such location, they will start from the beginning.
