Throughout the history, people have endeavored to reach power. Power and benefit is a definition of policy. Benefit is composed of two sections as "Materialistic Benefit" and "Spiritual Benefit". Materialistic benefit is itself divided to two sections as "Wealth" and "Fame". Spiritual benefit consists of two sections as well including "Personality" and "Efficiency". The today policy of the world is based upon the materialistic benefit and the spiritual benefit does not occupy considerable space in this domain. Now, we should devise a solution actuating the society towards development. In this theory, every person has the chance to reach power and the only thing helping him in this concern is his personality and efficiency
